UCC 2020 Call for Papers 13th IEEE/ACM International Conference on Utility and Cloud Computing (UCC2020) December 7-10, 2020 – Leicester, United Kingdom https://www.cs.le.ac.uk/events/UCC2020/index.htm CONTEXT & SCOPE Cloud computing has firmly established itself as an indispensable utility for the digital age. Cloud services consumers expect and rely on sufficient computing power, the availability of data and media, and that these will be accessible across a range of devices. The expectation now is that Cloud services providers are capable of maintaining streamed services that are always available. Also, social and technological challenges are met with the development and adoption of new technologies that provide a safer, more secure, and richer digital experience for users and customers. Therefore, it is essential that sound scientific principles underpinning cloud technology and its economic value to both service providers and consumers are expressed and understood. UCC2020 is the premier IEEE/ACM conference for areas related to Cloud Computing as a Utility and provides an international forum for leading researchers and practitioners in this important and growing field. UCC2020 will be hosted at the University of Leicester, UK. The city of Leicester is a major city in the middle of country and is well connected to the rest of the world with road, rail and air networks. This will be the 13th UCC in a successful conference series of community-driven events. Blockchain has a great potential to create new foundations for our socio-economic systems by efficiently establishing trust among people and machines, reducing cost, and increasing utilization of resources. On one hand, blockchain will play an important role for secure decentralization in such emerging fields as Internet of Things, Cyber Physical Systems, edge computing, social networking, crowdsourcing and next generation wireless communications, and even more other fields. On the other hand, its advance should be further evolved in terms of scalability, security, privacy, efficiency, flexibility, availability, real decentralization and high dependability. Following the great success of IEEE Blockchain 2019, held in Atlanta, USA, IEEE Blockchain 2018, held in Halifax, Canada, the 2020 IEEE International Conference on Blockchain (Blockchain-2020) will provide a high-profile, leading-edge forum for researchers, engineers, and practitioners to present latest advances and innovations in key theories, infrastructure, schemes, and significant applications for the blockchain, as well as to identify emerging research topics and define the future. It enables on-demand service deployment, while mitigating the risks of physical installation, lowering operational and capital expenditures (OPEX/CAPEX), aggregating the service providers and customers' requirements on the same platform. On the other hand, Content Delivery Networks (CDN) play a key role in the management of 5GaaS subscribers and their contents, where the applications define unique 5G requirements raised by novel trafic types, such as: enhanced Mobile Broadband (eMBB), Ultra-Reliable Low Latency (URLLC), and massive Machine Transmission Communication (mMTC). Various bandwidth and latency requirements of these service types force CDN to benefit from the technologies such as Edge/Fog computation in order to sustain ever- complicating network management, revolutionizing the heterogeneous orchestration of the entire infrastructure spanning from server deployment, to network access. Under this expanding heterogeneity, the most feasible way to meet 5G requirements is to design an intelligent network management on 5G physical infrastructure. According to service providers, dynamic configuration and intelligent self-management for CDN can be only handled by Software Defined Networks (SDN). They believe that SDN proposes inexpensive network feature insertion thanks to a global view on the network and programming the network devices dynamically without any intervention on the physical plane. It enables flexible, scalable, and self-manageable virtual network slices to the customers according to Service Level Agreements (SLA). Both global management and network programmability features of SDN enable us to design and integrate novel techniques on 5G networks such as Artificial Intelligence (AI). In the recent years, AI is one of the most rapidly growing fields, finding new application domains with new and unique challenges everyday. This drastically changes the way the researchers/engineers used to approach to optimization processes. AI is broadly categorized into three main subsets such as Machine Learning (ML), Meta-Heuristics, and Fuzzy Inference Systems. Utilizing these tools, the following candidate applications for 5GaaS may only describe the tip of the iceberg. A technique executing ML uses the statistics collected from 5G physical plane periodically and performs supervised and/or unsupervised learning such as Artificial Neural Networks (ANN), Support Vector Machines (SVM), Decision Trees (DT), K-means clustering, Hidden Markov Model (HMM), etc. A technique executing Meta-Heuristics algorithms solves hard optimization problems that cannot be executed within a reasonable time such as Ant Colony Optimization (ACO), Particle Swarm Optimization (PSO), Genetic Algorithm (GA), Simulated Annealing (SA), etc. A technique depending on Fuzzy logic has an advantage in representing customer experience and their explanation abilities. To this end, AI-5GaaS aims to improve the experience of customers and their service providers in 5G networks by serving AI-based techniques as a service to handle reduced OPEX/CAPEX. Therefore, this special issue aims to bring together talented researchers in the field and state-of-art designs and techniques to shape the future of 5G. *Potential topics include, but are not limited to:* 1. Its secure design for supporting a distributed computing system with high fault tolerance is attracting wide attention all over the world. Blockchain has a great potential to create new foundations for our socio-economic systems by efficiently establishing trust among people and machines, reducing cost, and increasing utilization of resources. On one hand, blockchain will play an important role for secure decentralization in such emerging fields as Internet of Things, Cyber Physical Systems, edge computing, social networking, crowdsourcing and next generation wireless communications, and even more other fields. On the other hand, its advance should be further evolved in terms of scalability, security, privacy, efficiency, flexibility, availability, real decentralization and high dependability. Following the great success of IEEE Blockchain 2019, held in Atlanta, USA, IEEE Blockchain 2018, held in Halifax, Canada, the 2020 IEEE International Conference on Blockchain (Blockchain-2020) will provide a high-profile, leading-edge forum for researchers, engineers, and practitioners to present latest advances and innovations in key theories, infrastructure, schemes, and significant applications for the blockchain, as well as to identify emerging research topics and define the future. Topics The emergence and popularity of blockchain techniques will significantly change the way of digital and networking systems’ operation and management. In the meantime, the application of blockchain will exhibit a variety of complicated problems and new requirements, which brings more open issues and challenges for research communities. IEEE Blockchain-2020 will be held in November 2020, Rhodes Island, Greece. Submitted papers must not substantially overlap with papers that have been published or that are simultaneously submitted to a journal or a conference with proceedings. Papers must be clearly presented in English, must not exceed 8 pages in IEEE Computer Society proceedings format (or up to 10 pages with the pages over length charge), including tables, figures, references and appendices. Papers will be selected based on their originality, significance, relevance, and clarity of presentation assessed by at least three reviewers. All submitted papers will be judged through double-blind reviews, where the identities of the authors are withheld from the reviewers. As an author, you are required to preserve the anonymity of your submission, while at the same time allowing the reader to fully grasp the context of related past work, including your own. Papers that do not conform to our double-blind submission policies will be rejected without review. Submission of a paper should be regarded as a commitment that, should the paper be accepted, at least one of the authors will register and attend the conference to present the work. To facilitate this, authors need to ensure that their manuscripts are prepared in a way that does not give away their identity or affiliation. *Information to help prepare the Blinded Manuscript* Besides the obvious need to remove names and affiliations under the title within the manuscript, there are other steps that need to be taken to ensure the manuscript is correctly prepared for double-blind peer review. To assist with this process the key items that need to be observed are as follows: − Use the third person to refer to work the Authors have previously undertaken, e.g. replace any phrases like “as we have shown before” with “… has been shown before [Anonymous, 2007]”. − Make sure figures do not contain any affiliation related identifier − Do not eliminate essential self-references or other references but limit self-references only to papers that are relevant for those reviewing the submitted paper. − Cite papers published by the Author in the text as follows: ‘[Anonymous, 2007]’. − For blinding in the reference list: ‘[Anonymous 2007] Details omitted for double-blind reviewing.’ − Remove references to funding sources. − Do not include acknowledgments − Remove any identifying information, including author names, from file names and ensure document properties are also anonymized. *Special Issues* *All regular papers that will be presented during the conference will be invited for submission to the special issue of the Cluster Computing journal.
