Only one thought on reading it... do we need a parameter to control a back-off time between retries? After a failure wait X seconds before retrying? Should the interval increase (i.e. double) with each attempt. Just a suggestion... otherwise it looks good. The current proposal looks fine. On the back-off time, I am inclined to make this an implementation detail, i.e. we may mention it in the text but otherwise do not standardise on it.
