[occi-wg] Proposal: SLA Agreement, Negotiation, Execution

Hi, The attached document contains a proposal for monitoring and SLA handling with OCCI. Although described in one document they can be seen as separate features. This document still has some rough edges - and probably requires some other features/renderings like JSON to be implemented - but feel free to reply with you feedback.
