My personal ideal [*] would be (a), thus NSI saying "here is a list of STP" and just giving a list of identifiers, without many syntax restrictions.
(And I would be thrilled if that identifier could be a NML Port, thus that a NSI STP is a NML Port, but that is a different discussion.)
That said, I haven't implemented an NSI interface, so feel free to ignore me :)
