Correction to 12.3.7.1 Length of Simple Elements with Textual Representation

This section says "For a textual element, the dfdl:lengthUnits property can be either 'bytes' or 'characters'." I think this statement is just old. It predates the addition of 7-bit and 6-bit characters to DFDL, and the notion that the width of characters might not be a multiple of 8-bits. This section can be removed. On WG call agreed that no change needed, as lengthUnits 'bits' is restricted to certain types only.
