FYI here is a summary of XSLT variable semantics:

It would be nice if DFDL variables turned out to have either compatible
semantics or a subset of them.

Hi,
I have attached updated versions of the documents that I sent last
week and that are to be discussed on this Wednesdays conference call.
The main changes are that the concept of desciminators have been
decoupled from variables and an example has been added for the service
string scenario in the Variables in DFDL document.
