For storage records:
I proposed (and argued heavily for) the measuretime + duration setup for storage records. In theory it is the best (most correct) solution, but in practice it becomes a bit tricky to work with (not impossible, I implemented it in SGAS), and in the end I think will cause more confusion than gain, so it could be considered using start+end time. Using only measuretime is a bad idea though, but I'll refer people to the archives for that discussion.
For usage records:
Please consider some of the extensions that was made in SGAS for standardization. A list of the extensions can be found here:

(they are not all suited for standardization, so use common sense and discuss them).
