Can a usage record have a non-human "owner" ++ Atomic record should have a user identity; CUR may or may not have user identity ++ Note that the Record Identity also has an additional ID field in it ?? What types of Identities are needed? ++ Record ++ User ++ Resource ?? Organization 3) How different is Donal's strawman from what we've already got?
