the official way would be something like approaching your area director, tell him about the planned changes in leadership. In parallel get the confirmation of the group for the new leader, Morris already started this process. Once done and the group accepted the new leader change the groups web-pages and inform the AD.
please consider your area director (me) as approached - Morris kept me in the loop :-) I agree with the point made by Andrea: this might be a good opportunity to rethink the group structure in general: get in touch with the former leadership, reconsider milestones etc. But the exact procedure is up to the group really - as long as you all reach (rough) consensus about goals and chairs, we are happy!
