[UR-WG] Second draft of a strawman of the UR 2.0 schema

Hi everyone! Please find attached the second version (confusingly named ur-draft-3) of my UR 2.0 strawman schema. This version is approximately complete, except for Disk and Network usage, which I realized I truly did not understand at all. :-) Enjoy... Donal.
