[tsc] TSC Call updated time (corrected to 17:00 GMT) + vCalendar event

      All - Here is an updated time for the TSC calls, 11:00 Central was  
correct, but my GMT was wrong (I cut & pasted old info from daylight  
saving time).

The cadence is every-other Wednesday starting tomorrow:
