OECD meeting and the Semantic Grid - views sought

The meeting is 25-27 Sept in Australia I have been asked to lead a discussion on Semantic Grids, present an informational talk on semantic Grids, and address these points: What are the main challenges and impediments to knowledge-manipulation and reasoning on the Grid? How can governments help? To allow users to voluntarily adhere to conventions in providing necessary information to enable knowledge manipulation and reasoning and/or to adopt policy means? Are there significant privacy or intellectual property issues?
