All, within the XtreemOS project (www.xtreemos.eu) we have developed an extension package to SAGA which basically adds support for reserving compute resources, in combination with job submission. Separating resource reservation from the actual job submission was (long ago) a topic of discussion within the SAGA group. Maybe some are still interested? Feedback is highly welcome!
