IN this case There is already a WG that is working a major relevant spec for Info services. As this work progresses and we define the scope of info services better, there might be a need for new specs. IN that case a WG will be spawned. Should you add "or design teams" at the end. I am raising this because for informations services there is no plan to form a WG.
If there is substantial activity - and certainly if specs are to be written - I believe this should take place in its own WG. It keeps the role and activity of the main OGSA-WG clear and focussed.
