[ogsa-wg] spec schedule template for roadmap document

Attached is a proposed schedule template for (1) OGSA informational
document, (2) OGSA normative interface, (3) OGSA profile, and 
(4) OGSA informational profile. Thank you Andreas and Mark for
reviewing early draft of this template.
