
I concur with Donal's points. I think that it's very important that we explicitly make the linkage between SLOs and SLAs. SLAs are comprised of SLOs. Provider/Consumer SLA = SLOs + Penalty/Reward SLOs are also associated with services in the broader sense and this should be reflected in the definition. eBay's search service definitely has SLOs.
