[ogsa-wg] Factory WSDL

Folks, in the name of the ByteIO WG, here is the WSDL we used for the Interoperability Factory. It is unchanged from the ByteIO interop document hence needs adaptation to the OGSA needs. It also contains a normative binding we all agreed on for the interop purposes only, as ByteIO does not publish particular bindings. OGSA may eed such as well, but probably can omit it as well.
