[ogsa-wg] OGSA WSRF BP 1.0 draft 24

Hi all, Andreas and I made several edits to the OGSA WSRF BP 1.0 including updated Referenced Spec Status and Adoption Level Classification (Appendix F) and upload it to GridForge. Jem's excel sheet is also updated. It does not include updated security section nor appendix E. I guess Takuya will send out separately before the call.
