I have never been a fan of such  workshops whether in current form or previous incarnations. I think use cases are very well understood especially in e-Science. This (lack of understanding of why/how Grids used) is not a significant issue for "community" (outside  OGSA!) and not why OGF has some difficulties.

As an outsider to your discussions, I don't understand how this workshop relates to or compares to the series of enterprise requirement workshops that have been run at OGF meetings for some time.  The term "OGF community" that you use seems ill-defined; is it supposed to include enterprise users?  Or is it synonymous with "e-science grid users"?

Best wishes,

Dave.
