September 18-20, 2023 Technically Co-Sponsored by IEEE Estonia Section *FMEC 2023 CFP:* Cloud computing provides a large range of services and virtually unlimited available resources for users. New applications, such as virtual reality and smart building control, have emerged due to the large number of resources and services brought by cloud computing. However, the delay-sensitive applications face the problem of large latency, especially when several smart devices and objects are getting involved in human’s life such as the case of smart cities or Internet of Things. Therefore, cloud computing is unable to meet the requirements of low latency, location awareness, and mobility support. To solve this problem, researchers have introduced a trusted and dependable solution through the Fog and the Mobile Edge Computing (FMEC) to put the services and resources of the cloud closer to users, which facilitates the leveraging of available services and resources in the edge networks. By this, we are moving from the core (cloud data centers) to the edge of the network closer to the users. FMEC dependability is based on providing user centric service. The purpose of Fog and the Mobile Edge Computing is to run the heavy real-time applications at the network edge directly using the billions of connected mobile devices. Several features enable the Fog and the Mobile Edge Computing to be a perfect paradigm to the aforementioned purpose, which are the dense geographical deployment of servers, supporting mobility and the closeness to users. As in every new technology, some challenges face the vision of the Fog and the Mobile Edge Computing, which are the administrative policies and security concerns (i.e. secure data storage, secure computation, network security, data privacy, usage privacy, location privacy, etc). FMEC 2023 conference aims to investigate the opportunities and requirements for Mobile Edge Computing dominance. In addition, it seeks for novel contributions that help mitigate Mobile Edge Computing challenges. That is, the objective of FMEC 2023 is to provide a forum for scientists, engineers, and researchers to discuss and exchange new ideas, novel results and experience on all aspects of Fog and Mobile Edge Computing (FMEC). FMEC 2023 is Technically Co-Sponsored by IEEE France Section. Call for Papers Digital Sovereignty – Interdisciplinary insights into digital technology and infrastructure, information privacy and digital security Special Issue of eJournal of eDemocracy and Open Government (JeDEM) In our technologically advanced, multiply connected and increasingly complex world digital space has become an economically, politically, and socially significant domain. As such it falls subject to competing interests of globally dispersed agents, which are exceedingly hard to reconcile, as they may differ immensely with respect to their underlying aims and values. In response to the need to navigate this challenging and potentially hostile environment “digital sovereignty” has emerged as a key issue in recent research and policy development. The concept refers to the capacity for autonomous action within the digital sphere and connects three underlying and equally important dimensions of conscious and deliberate technology utilization: 1. Digital Technology and Infrastructure, 2. Information Privacy and 3. Digital Security. As we rely more and more on digital technologies to facilitate work processes and support communication, we become increasingly dependent on digital infrastructures such as microchips, cloud services, and social media platforms. As a result, their design and structural requirements provide the framework within which various challenges to autonomous agency arise and need to be addressed. Some of these challenges are privacy related and concern the proper collection, storage, handling and dissemination of personal and personally relevant information. They require a purposeful and responsible approach to dealing with data and the development and implementation of appropriate data protection measures. Others relate to security in general. The security dimension has a much wider scope since security challenges can emerge on every level of technological infrastructure and are not limited to vulnerabilities that bear the risk of violating privacy. Network reliability and the integrity of operational processes can be equally at risk. As digital technologies are constantly evolving, resulting in ever more intricate threats to privacy and security, these critical foundations of digital autonomous agency need to be continuously monitored, assessed, and provided for. With this special issue we want to contribute to this endeavor by inviting submissions focusing on (but in no way limited to) the following areas of interest: Normative framework and conceptual foundations for digital sovereignty Implications digital sovereignty measures (or lack thereof) have for functionality, economic viability, innovation, (international) cooperation, and sustainability of governmental, institutional, or economic processes. Requirements of resilience-enhancing measures to increase the availability of systems. Vulnerability of central systems as single points of failure. Reliable assessment of privacy and security risks ( Business Impact Analysis, Privacy Impact Analysis) Requirements for and compatibility of realizing different security and/or privacy objectives. Potentials and risks of digital sovereignty measures to influence and shape economic, political, and societal structures ( Digital Humanism). Normative requirements on privacy and security measures resulting from digital infrastructure being classified as public good. Unintended effects the implementation of digital sovereignty measures might have. We especially encourage submissions that draw on interdisciplinary perspectives and combine insights from such fields as political science, international relations, law, computer science, sociology, philosophy, and economics. To support this we need enhanced network techniques and technologies, plus architectures and frameworks for this Industrial IoT to Cloud continuum, providing the foundation for a fast expanding Operations and Process Control applications. Emerging Operational Technology traffic profiles require the capabilities of wide-area, large-scale deterministic, and time-sensitive networks. These traffic patterns emerging from the monitoring operations and the process control applications requires enhanced networks with specialized techniques, technologies, and attributes that are both non-interfering and non-disruptive. These networks are reliable and present deterministic behaviours for seamless machine-to-machine communication, compared to general-purpose networks which are commonly for human-to-software interaction. The outcomes and outputs of these control applications are so critically dependent on having high-quality network performance that most industry operators have yet to venture into controlling devices beyond a local site. While there is a clear requirement to use cloud native technologies, there are many technical problems to solve to enable distributed process control and monitoring functions over the cloud. We plan to feature research and other activities to bridge gaps between the cloud operators, industrial network operators, and network service providers, and to overcome the issues of transitioning from fully local operation to cloud. This raises a number of interesting questions: Related to the forwarding aspects: how to describe a command structure in a process control so that network forwards it gracefully; how cloud-native process control services will be deployed and generalized given that the traffic profiles vary for each controller and field-device pair; how to leverage and incorporate virtualized infrastructure with deterministic networks and multi-tenant support. How management views evolve for cloud-centric processes: how to define, monitor, observe, discover, and respond to faults in the system and control of machines and field devices; how does cloud-to-edge-to-field device connectivity get managed. Finally, such networks are not operated by network experts, instead, industrial process engineers or application developers would need to deal with deployment and maintenance of such networks, and would need to express their network requirements in a programmable and standard manner. Thus, auto-provisioning and interactions across the different infrastructures should be considered. The goal of the workshop is to feature recent research and initiatives related to (a) architectures and frameworks for the Industrial IoT to Cloud continuum, (b) providing the foundation for Operations and Process Control applications and emerging traffic profiles, and (c) industrial network operations, with all things related to remote field-device communication using enhanced network techniques and technologies. The contributors are encouraged to bring forth novel use- cases, presenting their work which solves and highlights challenges in industrial process control automation, and which helps build a research and user community to explore and bridge the gaps between industrial and network operators. The “Enhanced network techniques and technologies for the Industrial IoT to Cloud continuum” workshop aims at bringing cloud, network operators, and industrial network experts together with the intention of synthesizing a unified architectural view on how to evolve from closed industrial systems to cloud-native. Conventional control and management platforms are facing considerable challenges regarding flexibility, dependability and security that next generation systems will require. The cloud computing paradigm has gone part of the way towards alleviating some of the problems associated with resource allocation, utilization and managements (e.g., via elasticity). However, many of the elements of a well-designed cloud environment remain “stiff” and hard to modify and adapt in an integrated fashion. This includes underlying networking topologies, many aspects of the user control over IaaS, PaaS or SaaS layers when such is needed, construction of XaaS services, provenance and meta-data collection, and so on. In many situations the problem may be because service abstraction is inadequate. Software Defined Systems (SDS) are systems that have added software components which help abstract actual IT equipment and other layers. One classical example, of course, are hypervisors. Such separation provides a great opportunity for system administrators to more easily construct and managing their systems through flexible software layers. Software Defined Systems include Software Defined Networking (SDN), Software Defined Storage, Software Defined Servers (Virtualization), Software Defined Datacenters (SDD), Software Defined Security (SDSec), and ultimately Software Defined Clouds (SDCloud) to name a few possibilities. Individual solutions and seamless integration of these abstractions remains in many respects a challenge. SDS aims to investigate the opportunities and in all aspects of Software Defined Systems. In addition, it seeks for novel contributions that help mitigating SDS challenges.
