Call for Papers Digital Sovereignty - Interdisciplinary insights into digital technology and infrastructure, information privacy and digital security Special Issue of eJournal of eDemocracy and Open Government (JeDEM) In our technologically advanced, multiply connected and increasingly complex world digital space has become an economically, politically, and socially significant domain. As such it falls subject to competing interests of globally dispersed agents, which are exceedingly hard to reconcile, as they may differ immensely with respect to their underlying aims and values. In response to the need to navigate this challenging and potentially hostile environment "digital sovereignty" has emerged as a key issue in recent research and policy development. The concept refers to the capacity for autonomous action within the digital sphere and connects three underlying and equally important dimensions of conscious and deliberate technology utilization: 1. Digital Technology and Infrastructure, 2. Information Privacy and 3. Digital Security. As we rely more and more on digital technologies to facilitate work processes and support communication, we become increasingly dependent on digital infrastructures such as microchips, cloud services, and social media platforms. As a result, their design and structural requirements provide the framework within which various challenges to autonomous agency arise and need to be addressed. Some of these challenges are privacy related and concern the proper collection, storage, handling and dissemination of personal and personally relevant information. They require a purposeful and responsible approach to dealing with data and the development and implementation of appropriate data protection measures. Others relate to security in general. The security dimension has a much wider scope since security challenges can emerge on every level of technological infrastructure and are not limited to vulnerabilities that bear the risk of violating privacy. Network reliability and the integrity of operational processes can be equally at risk. As digital technologies are constantly evolving, resulting in ever more intricate threats to privacy and security, these critical foundations of digital autonomous agency need to be continuously monitored, assessed, and provided for. With this special issue we want to contribute to this endeavor by inviting submissions focusing on (but in no way limited to) the following areas of interest: Normative framework and conceptual foundations for digital sovereignty Implications digital sovereignty measures (or lack thereof) have for functionality, economic viability, innovation, (international) cooperation, and sustainability of governmental, institutional, or economic processes. Requirements of resilience-enhancing measures to increase the availability of systems. Vulnerability of central systems as single points of failure. Reliable assessment of privacy and security risks (Business Impact Analysis, Privacy Impact Analysis) Requirements for and compatibility of realizing different security and/or privacy objectives. Potentials and risks of digital sovereignty measures to influence and shape economic, political, and societal structures (Digital Humanism). Normative requirements on privacy and security measures resulting from digital infrastructure being classified as public good. Unintended effects the implementation of digital sovereignty measures might have. We especially encourage submissions that draw on interdisciplinary perspectives and combine insights from such fields as political science, international relations, law, computer science, sociology, philosophy, and economics. Recent AI/ML applications, scenarios, and use cases data sources come from large-scale distributed and diverse sources, i.e., in terms of capacity and data heterogeneity. Such an approach empowers applications to discover unique insights, which can be intelligently utilized to provide better services and user experience. Yet it imposes serious debate on data and client privacy, specifically on data protection regulations and restrictions such as EU GDPR. Moreover, collecting, aggregating, and integrating heterogeneous data dispersed over various data sources and securely managing and processing the data are non-trivial tasks. The challenges are not only due to transporting high-volume, high-velocity, high-veracity, cybersecurity attacks, and heterogeneous data across organizations. There is also a challenge with domain-specific language models to get enough training data since it is usually private or sensitive, with complicated administrative procedures surrounding it. Such private data include users’ financial transactions, patients’ health data, or camera footage on the street. In this context, Federated learning (FL) has emerged as a prospective solution that facilitates distributed collaborative learning without disclosing original training data. The idea behind FL is to train the ML model collaboratively among distributed actors without sharing their data and violating the privacy accord. FL locates ML services and operations closer to the clients, facilitating leveraging available resources on the network’s edge. Hence, FL has become a critical enabling technology for future intelligent applications in domains such as autonomous driving, smart manufacturing, and healthcare. This development will lead to an overall advancement of FL and its impact on the community, noting that FL has gained significant attention within the machine learning community in recent years. The FLTA2023 aims to provide a global forum for disseminating the latest scientific research and industry results in all aspects of federated learning. FLTA2023 also aims to bring together researchers, practitioners, and edge intelligence advocators in sharing and presenting their perspectives on the effective management of FL deployment architectures. The symposium will address the theoretical foundations of the field, as well as applications, datasets, benchmarking, software, hardware, and systems. Also, to create an annual forum for researchers and practitioners who share an interest in FL. September 18-20, 2023 Technically Co-Sponsored by IEEE Estonia Section *FMEC 2023 CFP:* Cloud computing provides a large range of services and virtually unlimited available resources for users. New applications, such as virtual reality and smart building control, have emerged due to the large number of resources and services brought by cloud computing. However, the delay-sensitive applications face the problem of large latency, especially when several smart devices and objects are getting involved in human’s life such as the case of smart cities or Internet of Things. Therefore, cloud computing is unable to meet the requirements of low latency, location awareness, and mobility support. To solve this problem, researchers have introduced a trusted and dependable solution through the Fog and the Mobile Edge Computing (FMEC) to put the services and resources of the cloud closer to users, which facilitates the leveraging of available services and resources in the edge networks. By this, we are moving from the core (cloud data centers) to the edge of the network closer to the users. FMEC dependability is based on providing user centric service. The purpose of Fog and the Mobile Edge Computing is to run the heavy real-time applications at the network edge directly using the billions of connected mobile devices. Several features enable the Fog and the Mobile Edge Computing to be a perfect paradigm to the aforementioned purpose, which are the dense geographical deployment of servers, supporting mobility and the closeness to users. As in every new technology, some challenges face the vision of the Fog and the Mobile Edge Computing, which are the administrative policies and security concerns (i.e. secure data storage, secure computation, network security, data privacy, usage privacy, location privacy, etc). FMEC 2023 conference aims to investigate the opportunities and requirements for Mobile Edge Computing dominance. In addition, it seeks for novel contributions that help mitigate Mobile Edge Computing challenges.
