Yes, this is clearly the UVa Genesis II Implementation endpoint that you are trying to talk to, not the UVa .NET implementation. I forgot that your client was an Axis client. The Axis fault is from your client software (hence why Axis and not .NET), but you are definitely, according to the SOAP, talking to the .NET implementation.
