[ogsa-hpcp-wg] latest version of the HPC File Staging Profile

All, This is the latest version of the File Staging Profile that we spoke about on the last phone call. I have made small updates to sections 3.1.2 (no <FileSystemName>), 3.3 (defining supported protocol, uri syntax and disallowing embedded u/p info) and 4.2 (calling out the difficulty w/ determining stage-out errors). Please look at this version and re-cache our state on this for the next telecon. Glenn
