[ogsa-dmi-wg] New draft 44 of the functional specification

Folks, please find draft 44 of the spec on Gridforge: https:// forge.gridforum.org/sf/go/doc14200?nav=1 (also attached for people's convenience). I accepted changes and deleted comments as agreed on today's call. I altered the text as agreed on today's call, leaving those changes unaccepted for everybody to have a peck on my changes.
