I think that you can ignore these questions for now, as I was foolishly
working on the "v16" document from GridForge, rather than the
"v13" document circulated by Andrew G. on the list, which seems
to be a later version despite the lower version number.

I interpret these two sentences to mean that we only enter the Exception
state when all staging out actions have completed. I.e., that if one
stage out fails, but others are still going, we wait until the others

correct?
