I think this the key point - qua drafting at least. I have also observed it to work well in other groups. It enforces consensus by discussion. Conversely I am not in favour of consensus by DVCS algorithms.
When I was chairing I used to demand that suggested changes come with complete "camera-ready" deltas aimed at the current draft.
