According with Ralf suggestion I have created a new branch, to avoid spurious dependencies among documents. The new branch is named "monitoring", and you have to select this in the "branch" menu on top of the "Repository" page on the web site, if you prefer this way to access to the document. On Monday morning I have unintentionally submitted the draft to the Standard Council directly. Sorry for this, I simply found an attractive "edit issue" button, and I went straight on this: I thought this was a preliminary step... As I understand the document has been put in an idle state, waiting for further discussion inside this WG, and by a final decision of the chairs of the WG. It is still in open discussion in the WG.

One relevant point that should be clarified is the classification of the document: the draft that I have sent you indicates a "community practice". From gfd152 I see that it corresponds to "it is intended to represent broad consensus across the OGF community" (of course, after approval): this is the reason why I selected this track. The alternative is the Informational/Experimental document, also suggested by Greg Newby, that "may originate from outside the OGF, or they may originate from individuals or a group within the OGF", which is the place to start a "Requirement" document. It is a relevant decision to take, since it determines the future evolution of the document.
