[Nsi-wg] Adaptation use cases

NML group -- Attached are a set of use cases for adaptation. We have talked about these briefly on NSI call and they seem reasonable. We have not yet tried to deal with how to describe adaptations or include them in topology or use them in pathfinding. I hope this is useful in discussions about NML schema.
