If base SM is in “Provisioned” state, user must release (i.e. “>Rel.rq”) and return to “Reserved” state before requesting modify.

What is the behavior if the User does not issue a Rel.rq for provisioned state - is it a modify.fl? or will the modify.rq never come when the uRA/Aggregator or uPA is in this state?
Sorry this part is still a bit confusing to me.

Thanks!
