At the moment it is too complex for the role it is performing. In addition it is not in alignment with the NML definition for LabelType. These definitions need to be normalized. Also, NML has separate definitions for LabelType (a single label) and LabelGroupType (a range of labels). Both are applicable to the STP definition and should be incorporated.
