[Nsi-wg] State machine text chat

Hi all, As we decided at the yesterday's call, we will have a skype text chat for each issue. For the state machine chat, Chin takes the role of the moderator. We will do a round-the-clock discussion with text (no voice), and make a decision by the next call, and propose it to the call.
