[Nsi-wg] State transition table

Hi all, Here is a state transition table of the NSA state machine, as per discussion at the SLC OGF meeting. - This table defines more detailed behavior of the SM (compared with the diagram). - This table shows unexpected (presumably erroneous) cases in purple color, and defines behavior on such cases.
