[nm-wg] how-to guide for writing your own schemas

I came up with a short how-to guide for writing your own measurement schemas. Hopefully this will allow multiple contributors to the list of "blessed" and "alien" schemas. Feedback and edits on this document would be appreciated. I can make the LaTex source available to anyone who wants it. -Dan
