This is another inconsistency in the draft.

Section 5.5.1.2 is entitled Multiplicity 0-1 in describing the Resource element.

Section 5.1.2.5 shows mulitplicit 0-n for Resource in the psuedo-schema. I think this is the right thing to do, but I cannot remember if discussions resulted in us throwing out heterogeneous resource mixes from scope.
