In effect it's about simplicity, OtherInfo is much easier to use both for people writing info providers and for clients trying to use it. However, for some things it may not be sufficient, and Extension can provide more structure if it's needed. Indeed, if we allowed Extensions to have Extensions of their own you could potentially build a whole custom schema within GLUE - although whether it would be a good idea might be questionable ...
