[DRMAA-WG] Torque/PBS DRMAA - state changes notification

Issue: We believe that a new routine for job status change monitoring, e.g. transition into the RUNNING state, would provide a usefully feedback for the end user. --------------- We are talking about notifications here, right? This needs to be deliberated in future versions. -Hrabri
