Based upon the comments, I believe the second submissionTime was intended to be dispatchTime.
If my assumption is correct, what is the distinction between dispatchTime and startTime ?
Good point, I think there is no difference. I will remove startTime and change the second submissionTime parameter to dispatchTime. Thanks, Peter.
