unordered vs floating - identical?

Are these functionally the same? #1 Sequence sequenceKind=unordered Element name=a Element name=b Element name=c /Sequence #2 Sequence sequenceKind=ordered Element name=a floating=yes Element name=b floating=yes Element name=c floating=yes /Sequence

Yes. This equality is stated in the DFDL spec section 14.4. IBM DFDL does not support dfdl:floating yet.
