I think it is unsignedByte only, for symmetry
with setBits.

What types can the $data argument to testBit be?
xs:unsignedByte is clear, but what other types if any?
I think the stable design points are any of these:
* unsignedByte only
* unsignedByte and byte only
* types xs:long and xs:unsignedLong and any of their sub-types.
* any integer at all
