[DFDL-WG] minor/typographical - fn prefix namespace not in spec

The URI corresponding to the xpath functions namespace http://www.w3.org/2005/xpath-functions <https://exchange10.columbia.tresys.com/owa/redir.aspx?C=5e667bd2870240229639d75ffa4c516d&URL=http%3a%2f%2fwww.w3.org%2f2005%2fxpath-functions> is not in the DFDL spec. I am assuming where we are borrowing the exact XPath function behavior the namespace is the xpath functions URI, not some DFDL-specific URI.
