1. Moving to XSD 1.1 as base for DFDL

Went through MB email of 12/11/08 [DFDL-WG] XML Schema 1.1 implications for DFDL

Agreed the following warranted further investigation
 - open content
 -  Wildcard Element Name Namespace Flexibility - needs clarification of use in dfdl
 - Xsd:all groups  - as a replacement for unordered groups
 - XPath Usage
 - Type Tables and Alternative Conditional Types
 - xsd:override
 - support primitive datatypes and facets beyond those defined in [XML Schema: Datatypes]

Agree a new version of the spec would be issuesd at the end of November and all included work items would be highlighted in work item table
