Errata 2.22 says that textStandardDecimalSeparator
must be set if pattern contains a '.' but it must also be set if the pattern
contains 'E' or '@' as these on their own can cause a decimal separator
to be output (due to use of significant digits logic). Errata needs
to be updated to reflect this.
