Yes, that kind of thing is always a possibility. But there is presumably a technological solution. If anybody could walk around Ukraine and photograph anything interesting he sees, the photographs could be automatically collected with an app, and eventually distributed to anyone interested.
One thing that might be useful is to subsidize any costs for the transmission of this data. I have no idea how billing for cell data is done in Ukraine during wartime, but we shouldn't allow people to be deterred from taking those photographs for fear that they will 'exceed their cell data plan'.
