This silly and dangerous notion of "transparency for regulation", which is as dangerous as CBDC's themselves, was only concocted up by the Castrata as a pacifier once regulation started to raise its ugly head, and is promoted by Pontiffs and Pastors shilling their services, warez, patents, licences, Corporations, and personal hodlbags into that space. They're playing the game by effectively hoping to be the chosen CBDCs, the Govt approved Corp non-alt-coins... a dishonest and disgustingly sick twist away from libertarian OG cryptocurrency goalspace.
